Nel pomeriggio di ieri si è tenuto l’esame congiunto tra l’Amministrazione, rappresentata dal Direttore Centrale per i Servizi di Ragioneria, Dirigente Generale Dott. Francesco Ricciardi, dal Direttore dell’Ufficio per le Relazioni Sindacali, Vice Pref. Tommaso Ricciardi, e le scriventi OO.SS. della Polizia di Stato, relativamente all’Accordo Quadro CONSIP per i servizi di gestione integrata delle trasferte di lavoro.
Nel corso del confronto, è emersa la necessità di approfondire la problematica in argomento ed in particolare fare chiarezza sulla riservatezza dei nominativi dei dipendenti per i quali dovrà essere predisposto il biglietto di viaggio, in occasione delle trasferte in Ordine Pubblico, nei casi in cui non si utilizzino i mezzi dell’Amministrazione e a tale proposito occorrono garanzie per la sicurezza del personale, nella trattazione dei dati da parte di un’agenzia privata che sarebbe titolare dei nominativi di tutto il personale della Polizia di Stato, dell’Arma dei Carabinieri e della Guardia di Finanza, impiegato nei vari servizi di O.P. su tutto il territorio nazionale.
L’Amministrazione ha precisato che la CONSIP ha messo a disposizione n. 4 agenzie di viaggio per garantire detto servizio di biglietteria con due opzioni, una che consente di verificare il prezzo più basso disponibile sul mercato su un determinato volo/aereo e scegliere con quale partire, e la seconda opzione riguarda l’aspetto di indirizzo, che è finalizzato ad accentrare i pagamenti nelle varie Prefetture.
Le scriventi OO.SS. hanno evidenziato inoltre la necessità di un maggiore approfondimento della problematica in questione con la Direzione Centrale per i Servizi di Ragioneria, prima di aderire all’Accordo quadro CONSIP per la gestione delle trasferte in O.P. delle Forze di Polizia e pertanto hanno chiesto all’Amministrazione di fornire a tutti i sindacati un link relativo dell’Accordo Quadro CONSIP.
Le OO.SS. del cartello hanno chiesto altresì chiarimenti per ciò che concerne l’utilizzo di titoli di viaggio “chiusi” o “aperti” per evitare di penalizzare il personale che si dovrà recare in trasferta, ed in particolare i colleghi che vengono comandati di servizio fuori sede in missione all’ultimo momento o nei giorni prefestivi e festivi, i quali, non avendo la possibilità di usufruire del biglietto per recarsi in missione, dovrebbero anticipare le risorse economiche di tasca propria e provvedere autonomamente a tali incombenze, con gravi danni economici per i dipendenti e le loro famiglie.
Un altro punto di particolare rilevanza che le sigle sindacali del cartello hanno evidenziato con forza, è stato quello relativo al trattamento di missione per le trasferte con la possibilità di autorizzare l’uso del trasporto ferroviario compreso quello con “Frecce” ed “Italo” non come ha annunciato l’Amministrazione che ha dato la disponibilità per l’utilizzo della seconda classe ma, così come è previsto dal CCNL, l’utilizzo della prima classe, in quanto, se venisse applicato erroneamente tale criterio, sarebbe una violazione del contratto di lavoro della categoria che prevede per tutti gli operatori di polizia l’utilizzo della prima classe nel trasporto ferroviario.
Successivamente, le sigle sindacali, insieme all’Amministrazione, hanno concordato la necessità di fissare un successivo incontro per individuare delle soluzioni adeguate che rendano un migliore servizio agli operatori di polizia per quanto riguarda le trasferte in O.P. nei casi in cui non si utilizzino i mezzi dell’Amministrazione e per avere le giuste garanzie di sicurezza, di riservatezza e di privacy per tutto il personale impiegato in detti servizi di istituto. Si precisa altresì che su proposta delle scriventi OO.SS., l’Amministrazione si è riservata di fornire ulteriori chiarimenti in un apposito incontro che verrà fissato quanto prima, dopo aver trasmesso la documentazione completa relativa al suddetto Accordo Quadro CONSIP.
Seguiranno ulteriori informazioni non appena vi sarà la prossima seduta di confronto con l’Amministrazione.
