L’8 settembre scorso (giovedì) il dirigente del X Reparto Mobile ha comandato di servizio (fuori sede) personale che in data 10/09/2016 (sabato) deve usufruire di Perm. Lex come da programmazione settimanale.Il personale interessato comandato di servizio (fuori sede) alle ore 15.00 del 08/09/2016 (giovedì) fa presente prima della partenza che non può rinunciare al permesso legge e pertanto chiede alla Dirigenza di essere sostituito. Il Dirigente invece dispone ed ordina al personale in questione che intanto devono partire e poi si vedrà.- Ma il servizio viene prolungato di un giorno ed il personale rimane fregato. Attenendoci ai fatti, il dirigente riferisce a questa O.S. che non ha la sfera di cristallo e che il problema non poteva prevederlo quindi detto problema è del dipendente e non del Dirigente. Cioè, il dirigente prima accoglie le istanze e le firma, poi le fa inserire nella programmazione settimanale, ma all’atto di usufruirne il dipendente alle 21.00 di sera a 110 km. di distanza ha un problema causato dal proprio datore di lavoro e deve scendere dal mezzo di servizio (Daily) con la dotazione di reparto ed il proprio bagaglio e si deve fare venire a prendere dalla propria moglie dato che dall’hotel “Albatros” (SR) alle ore 21,00 non esistono mezzi pubblici per permettere al personale il rientro in sede. Caro dirigente Lei doveva revocare in tempo i permessi ai dipendenti in questione, oppure provvedere limitandone la disponibilità secondo programmazione. Non accettiamo questa confusione e mistificazione del diritto del dipendente. In base all’art. 59, d.P.R. 782/1985 il Responsabile di ogni ufficio, reparto o istituto della Polizia di Stato, sulla base delle domande degli interessati, deve programmare i turni di fruizione delle ferie in modo da contemperare le esigenze del servizio con quelle del personale, avendo cura che il numero dei congedi ordinari non superi, di massima, 1/4 della forza effettiva di ciascun ruolo.Grazie a Dio il vecchio Signor dirigente gode di ottima salute. La questione sarà affrontata nei prossimi giorni a livello ministeriale.
