La Segreteria Nazionale ha chiesto ufficialmente al Capo della Polizia di verificare i lavori della commissione per l’attività di protezione sociale ed il benessere del personale operante presso la Questura di Caltanissetta relativamente alla stipula di un contratto per la locazione di locali del CEPAS da adibire ad alloggi collettivi per un totale di 20 posti letto.
Al riguardo è stato segnalato che in sede di discussione della tematica, nel corso delle due riunioni tenutesi nel novembre 2015 (all.1) e nel marzo 2016 (all.2) il componente designato da questa O.S. ha ripetutamente rappresentato l’incongruità dell’operazione evidenziando che i locali non risponderebbero ai requisiti minimi previsti dall’accordo sindacale del 14.12.2012 (all.3).
Tale circostanza impedirebbe sin da subito di soddisfare le esigenze alloggiative del personale aggregato per motivi di ordine pubblico, che quindi continuerebbe ad alloggiare presso gli alberghi convenzionati mantenendo inalterato il flusso di spesa.
Alla luce di quanto sopra, ad avviso della scrivente O.S., non vi sarebbe alcuna giustificazione normativa all’intera operazione essendo la stessa rivolta di fatto all’assegnazione degli alloggi a personale in possesso dei requisiti ex art. 49 D.P.R. 782/85 (all.3) in servizio presso la Questura di Caltanissetta che ad oggi non risulta essere presente.
Per tali motivi, la stipula del contratto appare anomala considerata la discordanza tra le finalità delle norme che autorizzano le spese per il reperimento degli alloggi e gli obiettivi che la Questura si prefissa (dotare alcuni dipendenti sine titulo di alloggi collettivi.
Sull’argomento è stato chiesto al Capo della Polizia di disporre i dovuti accertamenti al fine di fornire alla scrivente O.S. chiarimenti circa l’operato della dirigenza locale nell’attività istruttoria svolta in favore della locale Prefettura titolata alla stipula dei contratti.
A margine dei fatti sopra descritti è stato necessario segnalare, inoltre, il clima in cui i fatti menzionati si sono svolti.
Va, infatti evidenziato, come il nostro rappresentante, durante le riunioni in argomento, è stato deliberatamente sottoposto dal presidente pro-tempore della commissione ad una costante azione di delegittimazione con continui commenti pesanti ed offensivi sulle dichiarazioni rilasciate a verbale.
Preme sottolineare la gravità del fatto che mina l’intero sistema locale delle relazioni sindacali.
E’del tutto pacifico, infatti, che il delicato sistema relazionale costruito nell’ultimo trentennio può portare frutti solo nel riconoscimento reciproco dei ruoli e delle funzioni delle controparti.
In merito è stato richisto di richiamare gli interessati al rispetto delle norme di comportamento corretto nel quadro delle relazioni sindacali, ribadendo sin d’ora che al ripetersi di fatti analoghi la Consap intraprenderà tutte le iniziative legali e politiche a tutela del nostro rappresentante e della libertà sindacale.
